Global Founder Programme Launched to Attract High-Calibre Startup Talent
New EDB initiative offers visa, venture support, and ecosystem access for top global founders
Launched on 22 April 2025 by the Economic Development Board (EDB), the Global Founder Programme (GFP) is designed to attract experienced entrepreneurs and tech leaders to build and scale new ventures. The programme supports innovation across sectors including Digital Economy, AI, Sustainability and Deep Tech.
Who Is Eligible
GFP is tailored for:
- Founders who have built and scaled startups internationally,
- Senior leaders in MNCs or unicorns with proven product or business leadership,
- Deep tech entrepreneurs with commercial traction.
Key Benefits of the GFP
- Five-Year ONE Pass
Qualified applicants receive the Overseas Networks & Expertise Pass (ONE Pass), which allows:
- Simultaneous involvement in multiple companies,
- Role changes without reapplying for new passes,
- Exemption from traditional hiring requirements (COMPASS and FCF),
- Family privileges, including work rights for spouses and long-term stay for dependants.
- Team Setup Support
Once founders commit to launch locally, visa facilitation is provided for:
- Co-founders via Tech.Pass (enabling multi-company roles, consulting, investing, lecturing),
- Key hires via Employment Pass,
- Family members via Dependant or Long-Term Visit Pass.
- Strategic Network Access
GFP connects participants with:
- EDB’s curated network for business matching, go-to-market support, and customer introductions,
- Global platforms such as Gold House, Founders Forum, and the Global Finance & Technology Network,
- Publicity through EDB’s channels (230,000+ followers).

How to Apply
Interested founders may register their interest via EDB’s
official form. Only selected individuals will be invited to apply for the ONE Pass, with final approvals issued by the Ministry of Manpower.
